How to Turn Photos into a PDF

Many forms ask for one PDF, while your phone gives you a handful of separate photos. Turning photos of a contract, receipts or an ID into a single tidy PDF takes about a minute.

From photos to PDF in four steps

  1. Open the JPG to PDF tool.
  2. Choose your photos, or drag them onto the page. JPG, PNG and WebP all work.
  3. Put the pages in the right order with the arrow buttons.
  4. Pick a page size, click Create PDF and download the file.

The photos are combined on your own device. They are not uploaded, which matters for documents such as passports, payslips and medical letters.

Take photos that read like scans

The PDF can only be as good as the photos. A few habits make a big difference:

  • Lay the paper flat on a plain, dark surface so the edges are easy to see.
  • Use daylight from the side or a bright room. Avoid the flash, which leaves a white glare.
  • Hold the phone straight above the page, not at an angle.
  • Fill the frame with the page and check that small text is sharp before you move on.
  • Crop away the table around the page afterwards.

Which page size should you choose?

With A4 and US Letter each photo is scaled to fit the page, and wide photos get a landscape page. Leave the white margin on if the PDF will be printed, because most printers cannot print to the edge.

Keep the file small

Upload forms often have a limit of a few megabytes, and one phone photo can be 4 MB by itself. If the PDF is too large, make the photos smaller first. A width of about 1600 pixels is plenty for a readable page of text.

Resize first, then build the PDF. The text stays readable and the file is often ten times smaller.

Good to know

  • The text in a photo is a picture. You cannot select or search it in the PDF unless you run OCR software on it afterwards.
  • Photos from a phone keep the direction you see on screen, so pages do not come out sideways.
